I'm not to sure on the technique to master balancing, or if they even have one Neutral
But it's a very simple / advanced thing to learn.

The best way to master your balancing is to learn how to balance lol

Try to find a rail near a wall or something along the lines of that so you can support yourself when your about to fall off, stand on the railing with one foot pointing in the direction the railing is going and stand there as long as you can.
Once you can stand on the railing longer than 40secs put your other foot down so your balancing on two feet. ( don't worry to much if you wobble, we all do )

now walk along the rail and try to do 3 laps of 10m, turning around without falling off is the hard part ( i found that using your waist helps a lot )
And that's about all there is to it once your learn to balance try it on everything you can find, I always walk along gutters when I'm going places :p

Now just do it over & over on everything you can find and you'll notice your getting much better. Also squatting down on the rail & doing 1 leg push ups are really good techniques for building your balance up ( also good for advanced conditioning too )
